Overseas Councillors 

Country Presidents:

 

  1. The Country Presidents will be appointed by the Chief Councilor with the advice from the Executive President and Executive Chairman of the Council. Country Chairman so selected will be security / safety professional or consultant of international repute with minimum 15 years proven track-record in the field and who has participated as delegate or speaker in at least two international seminars / workshops. The certification from internationally accredited certification bodies will be added qualifications.

  1. Before nomination, the consent of the concerned will be obtained so that such nominated officials abide by the Constitution of the Council made and amended from time to time.

  1. The Country Presidents will be free to form their national council and intimate the ICISS Head Quarters about formation of National Council with the photo, contact details and short bio-profiles.

  1. The Country Presidents will be responsible for holding at least two meetings every year of the Country Council and will send to the Council Head Quarters, the list of attendees and the minutes of the meetings. In addition the Country Council is free to conduct training, seminars, workshops etc. which are aimed to increase the professionalism of the security and safety professionals and consultants.

  1. Not holding minimum two meetings in a year may hold the Country Council liable for dissolution. This will be done by the Chief Councilor upon not receiving any minutes of the meeting after the end of the calendar year and after giving one month’s notice to hold the meeting within that month.

Since August 2010 he is Strategic Analyst at NATO, Allied Command Transformation located at Norfolk, Virginia, USA. His main subjects areas are Energy Security, Governance in particular focus on local governance, Impact on development, Stabilization and reconstruction, partnerships etc. 

 

NATO as an Alliance of Nations makes decisions on the basis of consensus. NATO cannot compel a Nation to do anything. However, NATO does provide a forum for discussion, for the cross fertilization of ideas between many different sectors, and to develop mechanisms for interoperable approaches to common challenges. As a security organization, NATO is interested in reducing energy related vulnerabilities to which its Members and Partners are exposed. Energy vulnerabilities emerge from sources both inside and outside NATO Member nations.

 

Before joining NATO, he was “Campaign Assessment Subject Matter Expert” at International Security Assistance Force –ISAF and was responsible for measuring progress on security line of operations. From 2011 – 2012 he was PhD Student, International Relations and Affairs at Old Dominion University where he specific focus was on Energy Security.

He is Honors Graduate in English Literature from prestigious St. Xavier’s College, Ahmedabad (Gujarat University). Joined Intelligence Bureau in 1965 and retired in 2001 after 36 years of glorious and challenging assignments in most difficult areas in India. While in IB, he has worked in Nagaland for 3 years as Head of Interrogation Cell at Kohima. His Gujarat tennure included posting on Kutch borders where he headed the IB Border Set up. By far his most challenging assignment was in Punjab where he headed the Regional Interrogation Cell and overlooked the work in three disturbed districts of Amritsar, Gurdaspur and Ferozepur.

 

At the peak insurgency period in Punjab, he was Member of Special Punjab Operations Team with Head Quarters in New Delhi. In ‘Early Nineties’ he was Head of Counter Terrorist cell in Gujarat when he Interrogated terrorists and anti-national elements including those from SIMI, Babbar Khalsa, ISI etc. in ‘Late Nineties” he was elevated as Regional Head for South and Central Gujarat consisting of 10 districts and 1 UT. The tasks included inter alia Industrial Security Inspections of key infrastructures including oil and gas sector projects, nuclear projects, VVIP Security including PM / President of India during their visits to the jurisdiction. During 2003-2005 he worked as Chief Co-coordinator in ‘Conflict Managements Associates Ltd’ which was headed by legendary police officer K.P.S. Gill (IPS). The work included liaison with Pharmaceutical Companies viz. Wockhardt, Pfizer and Astra Zeneca.

 

He is presently living in USA since 2007 where he is Consultant with Yaana Technology LLC, California USA. Yaana Technology is internet / computer Security Company with Offices in USA, Europe and India. He has extensively travelled to Europe, Canada, Singapore and Shri Lanka, to name a few countries. He is proud recipient of number of Commendations and Award / rewards.

Prof. Kris Pillay is Director, School of Criminal Justice, College of Law at University of South Africa, Johannesburg Area, South Africa. He is born in Durban, South Africa, where is completed his Master's degree in Criminology at the University of Durban-Westville (UD-W).

 

He has presented several academic & international conferences papers & published criminal justice and security related issues in scientific journals.

 

Professor Pillay is also a past Chairperson of the South African Institute of Security (SAIS) and at the Annual General Meeting held in August 2009, he was re-appointed as a member of the Board of Governors of SAIS. He was made a Fellow of the Institute in 2005.

 

He is the immediate past President of the Criminological Society of Southern Africa (CRIMSA) since 1993. He serves on the Council of CRIMSA and is a member of the Editorial Board of Acta Criminologica – The Southern African Journal of Criminology.

 

Prof Kris Pillay is awarded the status of Fellow of the United Kingdom Security Institute. Prof Pillay is the first South African to achieve Fellowship standing with them. I In 2009, Prof Pillay was awarded a fellowship by the IISSM.

 

In 2002, he was bestowed two prestigious awards namely the International Security Practitioner of the Year and a Special Recognition Award for the most Valuable Contribution and Support to the promotion of professionalism with the security industry.

He possesses over a decade of experience in all aspects of Quality, Health, Safety and Environment Management System (OHSAS 18001, ISO 14001, ISO 9001), Plant process safety - HAZOP, JSA, Safety and Fire Prevention, HSE Training, Crisis Management Plan, Contract Prequalification, Contractors Management, Accident Investigation, Risk Management, preparing and monitoring QHSE Budget, conducting QHSE Audit and Inspection, Introducing and populating Key Performance Indicators and all aspects of related activities with 6 years’ experience in Lead Role.
 
He has mastered deep knowledge of HSE legislations in various jurisdictions e.g. India, Netherlands, Uganda, Kenya, South Africa, Qatar and UAE.
 
He is presently pursuing NEBOSH National Diploma in Environmental Management from UK. He already has under his belt NEBOSH International Diploma in Occupational, Health & Safety from UK. He also has NEBOSH International General Certificate in Occupational, Health & Safety UK at Dubai, UAE. In addition, he is Bachelor of Business Law (BBL) and holder of Post Graduate Diploma in Mechanical. He is qualified Accident / Incident Investigator certified by CONSUS UK at Dubai, UAE. He has undergone extensive training in Disaster Management, Electrical Safety Procedures & Accident Prevention. A well-known security expert and thought leader in Middle East, Sam Farran is known for his innovative approach for industrial security management and application of science and technology for enhancing the security measures. He has been keen security strategist in the area and frequently speaks in international seminars and global workshops.

 

He is B.S. in Business Administration and Associate in Commerce (Magna Cum Laude) in Business Administration & Accounting. Presently he is working as Managing Director / Security Consultant / Training Director with Zamzam Consulting LLC / Universal Eagles for Security Services Ltd at Sanaa, Yemen.

 

His main focus areas are providing Expat PSD tasking for diplomatic missions and major security companies, assist and provide maritime security and logistics, conduct Due Diligence on companies and individuals and to conduct Property Risk Assessment, Security Plans, and Threat Familiarization.

 

He has provided security consultancy to major companies to include: Salamanca Security, Pilgrims Group, British American Tobacco, Canadian Nexen, Petro Masila, British Embassy Yemen, Dove Energy, RAK Gas, Pax Mondial, Page Group, Northcott, DNO, Chemonics and Global Fund.

Arindam Bose, is a 1969 graduate from the Indian Institute of Technology Delhi, India. He served the Government of India for three decades contributing to the transformation of the Internal Security and traditional Defence Agencies in India to meet the new challenges. He opted for voluntary retirement in December 2000 as the Chief Executive Officer of the National Computer Education Accreditation and Examinations Agency (DOEACC) recently renamed “National Institute of Electronics and Information Technology, India”.

 

He was invited to serve the Government of Botswana (January 2001 to January 2007) as the IT Strategy Advisor where he was instrumental in contributing to the Government ICT Steering Committee and the e Gov and e Legislation task forces as Member Secretary. He contributed to modernisation of the computerisation of all Ministries, leading to e Government in Botswana.

 

Arindam Bose is an Independent Advisor and Mentor after retirement from the Government of Botswana in January 2007 and is working on challenging assignments in Botswana and India. On the international scene recently, he has successfully completed an assignment as the Commonwealth Expert, Ministry of Justice Cameroon, to bring “Access to Justice for all in Cameroon. Since January 2007, Arindam Bose successfully completed similar projects for the E Government Strategy, Office of President and Modernisation of the Registration, Insolvency and Trusteeship Agency, Ministry of Justice, Tanzania for Tanzania (2007), ICT Strategy for the Botswana Unified Revenue Services (2007). He was the team leader to research (2008), deliver the keynote address and conduct the Commonwealth Business Council – Cyber Media India first “Africa Outsource Summit” in March 2009 in London. He contributed towards the ITU’s submissions on the contribution of ICT towards the progress of Least Developed Countries at the recent decadal United Nations LDC Conference held in Turkey in 2011. Arindam Bose had authored several papers and delivered keynote addresses and lectures. He has participated in many continuing education programmes in India, Botswana, Cameroon, Tanzania, Mozambique and South Africa.
